Disposable PC Applications
The Disposable PC mechanic is our way of trying to encourage people to populate the game with some pro-Capitol PCs, since many upcoming plots will require at least a few. The goal is to allow the players to have somewhat more control over the Capitol plots, take some NPC duties off the mods, and create a more immersive Panem, without burdening the players with significant extra play duties.
The Disposable Capitol PC mechanic is such:
1. Players with at least one other active character in the game can app a pro-Capitol PC under this mechanic. All players can alternately choose to just app a pro-Capitol PC regularly, through the usual application mechanism. While 'active' obviously requires passing AC, the mods reserve the right to decline an app from a player who is 'inactive' in that they only pass AC by technicalities, have a strike on their record, or have a documented history of thread-dropping or holding up plots.
2. Disposable PCs must be pro-Capitol.
3. Disposable PCs do not earn credits for the people tagging them or for themselves. Disposable PCs earn AC by doing at least one open post per Arena cycle (so about one every four months) and simply commenting to mid-cycle check-ins to show they are still present in the game. You can also tag around with them. The goal is to have them be a visible presence in the game but not a significant burden on the player’s time, as many players cited lack of time as a reason that they didn’t app a pro-Capitol PC.
4. Disposable PCs can be OCs or Panem AUs.
5. Disposable PC apps will include a basic outline of what goal the player has for the character (prison? killed as a martyr? karma houdini?). That section of the app will be kept screened so the player and mods can surprise other players.
6. Disposable PCs cannot be Stylists or Escorts. They may be Mentors.
7. Disposable PCs can be previously dropped Capitol characters. You can drop a PC and turn them into a Disposable PC with mod consent. This does not require a separate application but does require a PM to the mods so everyone's on the same page.
8. If a Disposable PC is dropped, the player implicitly gives the mods permission to use that character in future plots for endgame.
9. If a player enjoys playing their Disposable PC, they can upgrade them to an actual PC through a streamlined app process. To do so, please see the normal applications page and scroll down to 'Disposable PCs'.
The following is a list of potential positions a Disposable PC can hold, but it is by no means exhaustive. If you have an idea not on this list, feel free to contact the mods or put in an app. The mods are going to be affirmatively trying to get non-Staff PCs more involved with the Offworlders.

History:
To say that Augustus Sinclair is a shrewd businessman is an understatement to just how prolific his products are in Panem, from the parts the technology used in the everyday lives of the Capitol, to the educational toys in the Districts, to the perfumes that give Capitolites their luxurious scent. As his business rival and occasional collaborator Andrew Ryan would say, "The man has his fingers in every pie in this country" and all born from a wish: to be the richest man in Panem. Sinclair was born and raised as part of the lower class of the Capitolite Dynasties, where his family rendered "professional services" to the higher families, as if it were their solemn duties to do so. Most of the families would treat them no better than Districters but Marcus Sinclair, Augustus' grandfather, always reminded him of the Greater Good, to help his fellow man.
This all came to a head when Marcus was found dead, floating in a decorative pond with clear signs of a struggle, and the investigation was declared an accident. When the Sinclair sought help from their employers, they were turned away and laughed out of the social circles…teaching the young Gus a very important lesson: the only actions worthwhile are those done for one's self. Gone was the Sinclair altruism and a new (ironically) prosperous era for the family began as Augustus rose through the ranks of one of Ryan's downtrodden scrap factories and made it into the largest provider of parts to District 6.
With ruthless business practices and aggressive corporate strategies, Augustus rose above his peers, bought out and created what is now known as the Sinclair Solutions Conglomerate (yes, he's got a bit of an ego), where he is currently ranked as the 7th richest man in Panem. And with this sort of influence, comes with an intimate knowledge of the old families his grandfather used to serve, the secrets behind closed doors, including the hush-hush rumors of a long lost District. It's all a game of who can use what to gain the most, as Augustus firmly believes being in so many years in the business.
"You do business as long as I have, and you learn to pick a brand name from the writin' on the wall."
Presentation:
On the outside, Sinclair is what offworlders would call a true-blue Southern Gentleman, as his affable drawl is closer to those from the Deep South than the Capitolite's accent. His charms know no gender to favor, as he will smooth talk and sell his prowess and fortune to his target. Dressed in a sharp suit, an expensive drink on one hand and a cigarette
With the Never-Ending Quell and the influx of offworlders, Sinclair has found himself a new business venture that has proven to be much more fun than everything he's tried before: sponsoring Tributes in these new Games. In the past, his presence has been mostly in the production of parts and weapons but now? The privilege of having his company name attached to one of these strange Victors was too enticing. Those in the Sinclair Solutions Tribute Sponsorship would be treated to lavish parties, sponsors out the wazoo, and exclusive gifts in their Arena bouts. His motto to sponsor Tributes is:
"Sinclair Solutions sponsors all Tributes who have their feet on the ground and their eyes on the prize."
Motivations:
Contrary to what people might say, Sinclair isn't a hollow man filled with only greed and ego, more like 70% of what he's made of. The man has some empathy and there is a beating heart in there, somewhere if his occasional caring to his Avox servant Delta is any indication…even if it's like taking care of a rather obedient ornament. His main motivation is to himself: he's at the top and wants to stay there at all cost. He will deal on both sides, not only for the profit but the power that comes with extortion and knowledge.
The first purchase Sinclair made with his gains with Ryan was to buy a rather defiant Avox renamed Delta to be his bodyguard. As it turned out, this Avox is none other than a former Peacekeeper only known as Johnny Topside, punished for spreading seditious ideas about District Equality. The man put up such a fight in being dragged away that Sinclair wanted THAT one to be his avox, to prove money overpowers the human will. The avox has proven to be quite the meat shield in many an occasion when business rivalries got too heated, as Sinclair treats Delta more like a loyal dog or a sturdy chair than a person. Cross him though or hurt his property, and that smile will gain an edge as he will find every way to destroy the person, be them Tribute, Districter or Capitolite. He is a man who likes to win at all costs and will trample anyone that steps out of line.

Chris Traeger | Parks and Recreation - Panem AU

Chris Traeger was born in the Capitol to parents who were not all that affluent by Capitol standards. He was born with a rare blood disorder (I've always headcanoned this to be a more complicated form of congenital amegakaryocytic thrombocytopenia), and was given a prognosis of 3 weeks. His parents struggled to afford the complex stem cell therapy that would be required to give him a chance, and instead the Panem government stepped in and paid for the most cutting edge treatment available, leaving Chris the model of physical health as well as making him something of a symbol of combined Capitol technological prowess and benevolence during his childhood. As he grew up he became very health conscious, partly out of pride of how healthy he is and partly through the fear that things could all be so drastically different. He maintains a very positive attitude and enjoyment of life, and has a deep sense of gratitude toward the Capitol, choosing a career serving them as best as he can. Chris has held various lower and mid level bureaucratic roles in Capitol government. Most recently he was employed as a manager for a subsection of the Capitol, supervising the day to day running of the staff and delegating duties, as well as the area's budget (similar to his role as City Manager in Pawnee). He has just moved out of that role to accept a position in the Training Centre, overseeing the finances of the Training Centre, Tribute and Staff welfare, and keeping up morale. He also plans to volunteer as a fitness trainer in the training area during his spare time.
Presentation:
Chris presents the image of an overwhelmingly positive, dedicated public servant. He cares a great deal about the wellbeing of all of Panem, and believes that wellbeing comes from a combination of strong government and personal endeavour. His positive attitude is almost unflagging, he always tries to see the bright side and hopes that his optimism will spread to those around him, seeming quite oblivious to the fact that it can make him come across as too intense or overbearing at times. He loves problem solving and likes nice, tidy answers to things, loves hearing and endorsing creative ideas, and sees himself as a motivator and positive influence.
Chris feels emotions very deeply, showing affection openly, and becoming overwhelmed at something he finds touching or sad (he can't get through Arena footage without bawling). He is extroverted and thrives on interaction, enjoying his work because it means he gets to interact with a huge variety of people, and is constantly seeking meaningful social interaction in his social life too, especially now that he's moved jobs and locations again and is having to start from scratch in that respect. He values people and wants them to know they're valued, greeting them with their full name when he sees them, ostensibly just so that they'll see that he's remembered who they are and is happy to see them. He can be a little wary of Districters as he knows they are more prone to disease and is terrified of becoming ill, but he will still be as enthusiastic to be with them individually, as well as donating his time to charity fitness events to help out District children with limiting illnesses, wanting to give them a chance to be the best they can be, wanting to pay forward the chance he was given.
Chris's childhood illness makes him view his body as, in his own words, a microchip which a single grain of sand could destroy - that is to say, something incredibly fine tuned but potentially fragile. He works out every day, going for long runs and even doing exercises while in his office, and monitors his food intake very closely. He's the sort of person who will follow the latest in food and fitness, swearing by whatever superfood or health fad is currently on trend, and following lifestyle trends too, whether it's meditation or whatever fashionable religious philosophies the Capitol is currently into, though he doesn't follow any of these fashions blindly, but rather picking and choosing elements of each to combine into his personal routine and push him to become even more fit both physically and mentally.
Motivations:
Chris is extremely driven to be the best version of himself he can be, but he is so focused that he can end up getting tunnel vision. He doesn't realise that his demeanour can come across as overbearing and offputting, both among colleagues who aren't so positive and passionate about their job and just want to keep their heads down and get on with their work and go home, and when it comes to romance - too often girlfriends struggle to keep up with him and can become mentally drained, not to mention that he'll push for them to take up the same diet and exercise regimes, thinking it works for him so therefore it will make their lives happier too.
The thing is, Chris isn't happy. He is quite emotionally fragile and very lonely, and focusing on throwing himself into his work, his fitness and his positive persona allows him to keep occupied with those rather than ever slowing down to look deeper and ask himself just why he isn't happy and to take steps to fix that. With a change in jobs and location, and the isolation that brings, as well as the emotional ups and downs of working so closely with the Tributes, it's likely that things will become even more emotionally straining for Chris in the future.

Neorah Redglare | Homestuck | Panem AU (Peacekeeper)

History: She was born in the Capitol, to a family with expectations of her going into enforcement, somehow. The Redglare family are no politicians--It might be fair to say that their legacy is as lackeys. They don't make the rules, but they sure do make sure that you follow them. It surprised very few when Neorah became a peacekeeper. A rarity in the Capitol, but it was the most direct way to make sure that people did exactly what they were supposed to. And that's just what she did, rising fast through the ranks to become one of the finest peacekeepers Panem had to offer. She's known as ruthless but fair--If you don't do anything illegal, surely you don't have anything to worry about. For those that do participate in illegal and seditious activities, she's got a particular fondness for gallows to demonstrate what happens to those who try to go against the law and order of the land. Her measures proved to be effective enough that instead of being assigned to a particular district, she traveled with an elite squad to problem districts, rooting out sedition and punishing the lawbreakers. It's been rumored that she played no small part in District 3's leveling. However, after the latest chain of events, with someone managing to nearly kill off all the tributes, she's been pulled back to the Capitol to lend a hand to the peacekeepers there in making sure something like this doesn't happen again.
Presentation: Redglare has spent the better part of her life being respected, feared, or both, and it shows in the way that she stands, that she moves, that she simply exists. She demands respect, and wears authority like a second uniform. She will differ when it's necessary, but even when someone higher on the food chain and she treats them respectfully, there's an air about her that she's ready to take over at any time and fix whatever messed up situation has cropped up the moment that the reins are handed away. It's an attitude carefully cultivated to inspire loyalty from those under her--And fear from those who oppose her. She wants whoever dares to cross her path to know that she is not one to take lightly.
Despite this, she is not always serious. In fact, she's quite prone to jokes and little jests--Though they can be mean-spirited in nature. No one expects a high ranking Peacekeeper to be fond of pranks, but Redglare believes the demoralization is a key factor to winning, both on and off the battlefield.
And also, it's just really funny.
When she can't out and out troll someone for shits and giggles, or simply finds that it's not in her best interest, she rolls out the passive aggression, which she wields with such finesse as to shame any mother. She has a keen eye, a sharp mind, and a willingness to search deep into people's pasts gives her an insight into what makes people tick, and she loves nothing better than to poke and prod, sticking a wrench right into that ticking. These passive aggressive remarks can sound innocent enough, but wind her up enough and she will cut to the quick.
She prefers not to show that she's angry. Growing up within the Capitol gave that to her--Giving into your anger is giving someone else power over you. When people piss her off enough, they will usually see a smile--A cold, cruel smile, with eyes already calculating the size of the noose she'll need for the individual. For the truly unfortunate soul that manages to dig into her skin enough to get her to put aside the smile, her rage is cold and powerful, and she kills without hesitation and without pity.
She's an intelligent woman, and likes friendly debates, or even unfriendly ones, opportunities to test her knowledge against other people. She likes winning even more, but if she's been bested, she'll acknowledge it, then immediately seek out the weaknesses in her knowledge and pursue learning more about it. This, of course, is only if they manage to not cross the line into seditious thinking. Redglare may allow boundaries to be pushed if the topic interests her enough, but she won't hesitate to let someone know that they're approaching it, and punish them if they continue. Still, she's not one to arrest people without warning--She tries to let them know first, knowing that both districters and offworlders aren't quite the brightest bulb in the shed.
Despite her peacekeeping job, Redglare is still a Capitolite through and through. You can't quite take that out of someone. While Redglare maintains a fairly professional and unaltered look, her hair is never seen with a single lock out of place, her make up has actually been expertly tattooed on--Whether being woken up in the middle of the night or pulling an all nighter, Redglare will never stop looking like she just stepped out of the salon. There are other things, too--scarification in twisting thorny vines, and every once in a while, she'll add and take away tattoos on a whim. For special occasions, she dyes her eyes all black, which is very disturbing, and she finds hilarious. It's more than just an eye for alteration, though. Redglare can work politics and wear a mask just as well as any Capitolite who must. She has a charming smile that can hide a nasty remark, and she can smoothly and comfortingly assure everyone that everything is on control, even while she's on fire.
And, of course, where would a Capitolite be without a muttation for a pet? But Redglare's is a little more practical for her job than most. She calls it a dragon, and it certainly bears a resemblance to one--Named Pyralsprite, the 'dragon' is obviously of stock from a komodo dragon, scaled down to make flight more of a possibility. At only five feet long, it has wings that are functional, but take a lot of energy for it to fly--It normally only makes flights to rest on her shoulders. It's also decorated with horns, spines, all the doodads that serve it little purpose but cosmetically making it look more like a dragon. No firebreathing, but the scientists that made it managed to keep its poisonous bite. The scientists could not, however, make the thing particularly vicious, so while it's a remarkably intelligent animal, it's also kind of lazy and only attacks if it really has to, or Redglare orders it to.
Redglare, of course, loves the dumb shit to bits.
Motivations: Redglare is bound by one thing above all else--Keeping society running smoothly. In order to do that, you need people to be cooperating, following the laws, and keeping in their neat little rows. Panem society has a working order, and if everyone plays along like they're supposed to, it will be for the best for civilization as a whole. That is her true and ardent belief, and she does everything within her power to make sure that the machine of society keeps chugging along. And if that means removing a few cogs that are clogging up the works, than so be it. She's more than willing to make the difficult choices and sacrifices needed to accomplish this. Her life, the life of another, the lives of hundreds of others. In the grand scale of Panem as a whole, does it really matter?
She considers killing the unjust with the same air a gardener has of trimming dead leaves off a plant. They're only taking up resources and hurting the plant--It's no loss when looking at the health of the whole plant.
She's not naive, though. Through the years of serving, of getting a peek into the backdoor of lawmaking as she enforces it, she knows that the Capitol isn't nearly as just and honorable as it claims to be, as she claims it is. Ethics can be bought and paid for, the law is something that the rich can buy their way out of. And it frustrates her. This is the root of the problem, in her opinion, because machines where everything is doing its part will run smoothly. But at the head of this machine there is corruption, a clog that she can't simply reach in and pull out.
But nothing is perfect, and she will remain loyal to the Capitol, because attempting to overthrow the government like certain people seem to think is a good idea is even more naive and foolish. You can't simply kill Snow and burn the Capitol and hope everything works out. She wants changes, but she would never resort to breaking the law or causing more disorder in order to accomplish such a thing, because the results will always just be escalating chaos. She wouldn't hesitate to destroy the rebellion, and string up every single person responsible for trying to overthrow the president. Because the law can't be picked over like a buffet. It's there, and you have to play by the rules if you want to keep society running smoothly.

Atlas Fairweather | Capitol OC

History: Atlas is a native of District 2. His father, while not Capitol-appointed, had a high management position in a major stoneworking facility; his mother was District-born as well, a schoolteacher in high enough favor to work among the Capitol appointees. Though the relationship didn’t last long after his birth, both were both well-liked by the local Capitol-appointed officials, and Atlas lived comfortably growing up, moving between their homes.
Atlas was a Career Tribute, trained from a young age to fight in the Arena, and he loved it – he believed with his whole heart that getting to represent his District was the best, brightest future he could ask for, and he volunteered every year for the chance to prove himself in the greatest contest in all of Panem. Unfortunately, every year he was passed up. He was strong, athletic, handsome, and personable, but he lacked the wild ruthlessness the Gamemakers wanted from a Career. Every year another volunteer was chosen. And finally, he outgrew his chance at the Games. He joined the Peacekeepers, and after training was sent to work in the Districts. The physical work was a good transition from his years spent training for the Games, and he was pleased to get to do his duty; but he always regretted having lost his chance at glory.
His time in the Peacekeepers ended when he was 35. He was on duty in District Twelve when, in the course of a normal patrol, he fell down an old mineshaft, decrepit and hidden—shattering a really frightening number of the bones in his left leg. He survived, but was declared no longer fit for Peacekeeper duty, allowed to retire, and put back together in the Capitol. He was granted naturalization and allowed to remain in the Capitol in light of both his faithful duty to the Peacekeepers, and his family’s history of faithful service.
Walking with a new limp, unfit for most of the physical labor he’d most enjoyed, Atlas was stuck taking security jobs where he could get them – and one of those places was handling Avoxes. Keeping them in order, moving them from place to place when they were called for, watching them for signs of weakening conditioning, making sure they were healthy and productive and accounted for. A job without a lot of prestige for someone whose job had once involved some danger, but a paycheck better than nothing.
In the end, though, he stuck around. When his contract was up, he signed on for more permanent work with the Avoxes. He stayed because he liked it. Because he was good at it. Because he found the Avoxes consistent, easy to work with, and easy to understand, and their role in keeping the Capitol running important enough to preserve. And more than that, working in the Training Center meant working among the Tributes – the closest he would ever get to his lifelong dream of fighting in the Games. That’s where he’s been ever since.
Presentation: Atlas is a big guy – broad-shouldered, barrel-chested, tall, with a booming laugh and voice that fills up a room. He’s forthright to the point of being brash, the kind of person who forms his opinion of you in the moment he meets you and doesn’t lightly change it afterward. If he likes you, you'll know it; if you don't, you'll definitely know it. He’s friendly and personable to most by default, and agreeable for the most part; though when he really digs his heels in on a subject his mind is nearly impossible to change.
His opinions don’t change often, but his mood is much more volatile. He swings between happy and angry with little provocation in either direction. But getting him to back off or assuaging his anger can be as easy as distracting him, and once he feels amends have been made he doesn’t cling to a grudge. (The operative point being once he feels amends have been made.)
Around the Avoxes, he’s rarely unfriendly or angry. He likes them, and it shows in the way he moves around them, the way they can't get his temper up. In fact, he talks to them a lot, sort of like the way people in empty houses talk to their pets. Less so in public, where that kind of interaction would be inappropriate, but working in their quarters, who else is there to talk to?
Atlas was District-born, but grew up hoping for his time in the limelight and conscious of how he looked on camera. He takes care of his appearance, and while his clothes are never Capitol-couture ridiculous, he keeps up with fashions as best he can, and has resisted aging more than most Districters feel the need to. His left leg is in a brace, which he keeps concealed; the limp is slight, but present.
Motivations: Atlas really, really believes in the system he grew up in. His greatest regret, in life, is not having been able to compete in the Hunger Games. He’s envious of the offworlders, in a way – he can’t think of anything more incredible than being allowed to compete again and again and again, to have as many opportunities as you could possibly want to bring glory to your District. No age limit, either – if he came from another world, even he could compete. He wishes he could be so lucky.
He doesn’t love violence for its own sake, though. No, Atlas only likes it where it’s supposed to be – on the screens, for people’s entertainment, and preferably involving volunteers. His love of the Games doesn’t come from a desire to inflict violence on people for its own sake – he wants to fulfill his starry-eyed childhood dream of being cheered and lauded for winning the contest in the name of his home. In Atlas’ mind, if he competed, even the people he killed in the Arena would have to appreciate that what he was doing was noble and right and thrilling and necessary.
In this, as in all things, Atlas adheres to a strict and specific personal code that happens to match almost exactly the one imposed on him by the Capitol. The subservience of the Districts, the sovereignty of the Capitol, the place of the Avoxes, the glory of the Games, the importance of the Tributes – these are the strictures he grew up with, the facts that define his world, and he could not imagine an existence where those things weren’t true. Argument against them is nonsensical to him. Rebellion against them is hateful.
His one soft spot is the Avoxes. There exists, deep inside Atlas, the potential to see humanity where his society denies it. Consciously, he sees the Avoxes as something subhuman, like he’s supposed to—like domesticated animals at best, who work best when they’re treated in the way most conducive to keeping them productive and unbreakably conditioned. But something in him feels protective of them, as well. He feels he understands them better than most, and for that, he must acknowledge that there is something left in them to understand.
It’s still dehumanizing, of course, and recognizes no injustice in the fact of their servitude. But it is a quiet, subconscious rebellion, the only denial of his system’s rightness he allows to creep into his personal worldview.
