District 13



DISTRICT 13

District 13 is the lost district. Those in Panem have been told for 75 years it was destroyed. In reality, The Capitol and 13 came to a stand-still. Though it has always been told to the citizens that 13 made graphite, they actually created nuclear bombs.

The Capitol knew that if they went after 13, they'd be wiped out. 13 knew that if they used their weapon, Panem would be wiped out. With the two in a stale mate, The Capitol offered to ignore 13 if 13 closed themselves off.

Recently, 13 has become the seat of the rebellion, no longer willing to sit back and slowly die out as their people became more and more sterile from the low levels of radiation.

ARRIVING IN 13

There are several various ways to end up in 13. However, the most common, and the only that does not rely on other plots happening that facilitate it, would be for your character to be grabbed by rebel scientists after they are pulled back to Panem post-Arena death.

ICly your character does not need to consent or have any reason to be moved to 13. Only aggressively anti-rebellion character will be rejected.

Arrivals are kept separate for a short period of adjustment in a sparse dorm-like room before being brought into the District. This groups are small and will be debriefed about where they are while 13 subtlety tries to gauge their feelings on the rebellion.

Those who are aggressively upset are slightly less-politely threatened into acceptable behavior.

THE DISTRICT

13 is a very cold, very militaristic place. They are stretched thin on what resources they have, so everyone is expected to do their part and to not take up anything more than needed. The whole District is underground, and clearly worn down and stretched thin.

Everyone from the Capitol is assigned a roommate, also from the Capitol. All are housed in the same hallway. Amenities meet basic needs: a bed, a small bathroom with shower, a few shelves for belongings, and a small closet. Somewhere between a sad college dorm and a nice prison.

Everyone is given a schedule, with a specialized period chosen for what ever area of 13 they have been assigned to as the most useful. This is up to player discretion and can be chosen from below. Food is heavily rationed, each person only given enough calories for that day activity.

11am-Team training

2pm-Reeducation/Work

8pm-1030pm -Free time
1030pm -Lights out

Please choose one of the specialized sections below for your character. You can choose a secondary one if both fit your character, but only the primary one will be used for plotting purposes:

Weapons technician
Engineer
Janitor
Soldier
Doctor
Nurse
Therapist
Pilot
Hacker
Teacher
Gardeners
Weapon tester
Nuclear engineer
Cook
Tactician
Propaganda

These will not be mod-led periods, but ongoing activities you can use to thread with.

As long as you are fulfilling your duties, things like sneaking around after lights-out will have a blind eye turned to them. Miss your first section and rules will be more strictly enforced.

COMMUNICATION

Those in 13 can constantly communicate with each other through a network, similar to the Capitol's. The only limits to this is that it is only within 13.

Even if you don't have character in 13 we recommend you follow [community profile] thelostdistrict to keep up with events.

CHARACTERS

In addition to Tribute brought in from other worlds, you can also app character directly into 13.

These characters need to be AUs, OCs, or Hunger Games canon characters with a justification for being in 13. Feel free to discuss with the mods if you have ideas you'd like to iron out.

ACTIVITY CHECK

While the district is so small, in addition to the usual points you get for activity check, network posts will be worth 35 posts to help you make AC.
