The History of Panem and The Founding of The Hunger Games.

Note: Contains spoilers for The Hunger Games [series]




District 1:
Considered a Career District, District 1 is the wealthiest of all 12 Districts of Panem, due to the nature of its industry. Because of its wealth and relative proximity, it is greatly favoured by The Capitol; citizens of District 1 are rare to want for anything, never going without food or supplies. District 1 is located in the north/northwestern region of what was once known as the United States of America. It includes much of old California's 'Wine Country' and is rich in minerals.

District 2:
Another of the Career Districts, District 2's primary industry is masonry. However, it is also known to supply weapons as well as the majority of security personnel known as the Peacekeepers to the Capitol, making it the strongest (and only) military district of Panem. It is a large district encompassing much of the area known as the Rocky Mountains throughout the North American continent. Much like District 1, District 2 and its citizens are known to be 'Capitol favorites.'

District 3
District 3's primary industry is electronics, though it is also known to produce firearms and automobiles as well. Many of its residence are technologically adept. It is not viewed as one of the Career Districts despite the fact hat 1, 2, and 4 are all considered such. District 3 is located in the remnants of Silicon Valley, Portland, and the surrounding American Northwest.

District 4
The last of the Career Districts, District 4 residents are often strong swimmers, proficient with nets, tridents, fishing spears and rope-usage. District 4 is located along the majority of the Gulf of Mexico coastline, well-known for its plethora of sea life.

District 5
Little is known about District 5 other than that it is responsible for supplying the Capitol and much of Panem's power. It is located in the south-southwestern region of North America; and area rich in solar, wind and water energies.

District 6
District 6 is the main supplier of Panem and the Capitol's transportation units, specializing in hover-crafts and high-speed trains. It is located in the south-central region of the North American continent; an area rich in both solar and petroleum energies.

District 7
The primary provider of Panem's lumber and wood by-products, District 7 is a large district located in the northern reaches of the North American continent, much of which was once considered to be Canada and the American Northwest.

District 8
Panem's largest producers of textiles, District 8 is full of many factories where clothing, linens, uniforms and other things are made. District 8 is located in an area once known as the American Midwest.

District 9
Little is known about District 9 other than that is is responsible for the Capitol and much of Panem's grain supply. It is likely a wide-spread district located in what was once considered the Midwestern United States, specifically the cental Great Plains..

District 10
A large district in the area of North America known as the 'Midwest,' District 10's primary industry is livestock; breeding and butchers in the greater supply of Panem's meat products. Most of Panem's dairy products come from District 10 as well.

District 11
District 11 is a large district located in an area once known as the 'Deep South,' an area well known for its fruit orchards and plantations. It is considered to be one of the poorer districts of Panem. Laws and rules also seem to be enforced much more strictly in District 11 than in other districts.

District 12
The smallest district of Panem, District 12 is responsible for the production of the country's coal. District 12 is also one of the poorer districts and is located in the Appalachian mountains in the eastern region of the North American continent.

District 13
Unknown.


In an unspecified time before the current [in-game] date, the face of the Earth changed and modern civilization was almost entirely destroyed. It is unknown precisely what caused the cataclysmic end of the world as we knew it, but the world still carries the scars of this unknown event to this day. Entire continents changed shape as the sea levels rose around the planet, entire cities and even nations were wiped from history, swallowed by fire or the rising seas, and the human population dwindled to a meager fraction of the world-before.

Panem is the nation established during an unknown time period of this post-apocalyptic future of our own world. The nation encompasses the vast majority of what remains of the North American continent with the Capitol of Panem located in an area formerly known as the Rocky Mountains.

The nation of Panem is the dominant society in the western hemisphere, and no other nations or civilized societies beyond Panem are ever mentioned, so it is unknown if any exist at all. Or so the Capitol would like its citizens to believe.

Presently, the nation is run as a single-party dictatorship currently led by President Coriolanus Snow. Read the info page about current Capitol society here.

Although it remains unknown precisely when Panem was established and how long it has existed, it is certain that Panem has been around for more than seventy-five years. In fact, it is entirely possible for it to be at least a century or two old. However, the vague history of the nation's past combined with the loss of knowledge about the 'world-ending' event from beforehand make it impossible to know the exact date in relation to our own current timeline, though rough estimates suggest it may be as far into the future as 2300 or around therein.

Eventually, Panem grew large enough that it was segmented into thirteen separate districts, each responsible for producing goods of a particular industry to serve the growing needs of the nation, and all operating under the auspices of Panem's oppressive Capitol. Its exact method of expansion is unknown; it is possible that some of the separate districts may have even once been smaller, separate nations that were eventually annexed by Panem.

Approximately seventy-five years before the events of the game's start, the various districts of Panem rebelled against the Capitol, primarily due to the oppressive fashion in which the Capitol government ruled over the districts. It is unknown how long the rebellion lasted or the exact number of casualties on either side, but by the end of the conflict, the Capitol had quelled the rebellion, defeating twelve of the districts and obliterating the thirteenth entirely.

The country of Panem is now separated into what are known as the 12 Districts, which surround the opulent Capitol. Although the Capitol denies itself nothing, every District is steeped in poverty, pushed under by the Capitol's excess.

To keep the Districts in check -- a reminder of the Capitol's power and generous decision to not obliterate ALL the districts -- every year the Capitol holds a special event known as the Hunger Games where one boy and one girl between the ages of 12-18 is selected from a lottery and placed into a gladiatorial-like fight to the death. The game ends only when one tribute is left standing.

Recently however, a monumentous game-changer occurred during the 74th Hunger Games, when two tributes, Katniss Everdeen and Peeta Mellark (both from District 12), managed to undermine the Capitol's control. As the last two victors, they threatened mutual suicide, forcing the Capitol hand to let them both live.

This action was interpreted as an act of rebellion among many of the citizens throughout the the Districts, and it was worried that if the spark of rebellion was not put out immediately, he would soon have to put out actual flames at the Capitol's doorstep.

So began the 75th Hunger Games.

Every 25 years, an event known as the Quarter Quell takes place. Quarter Quells mark the anniversary of the districts' defeat by the Capitol, and include special celebrations. The Games involve some sort of twist that makes them more disastrous or difficult to compete in, or watch. For the 1st Quarter Quell, the districts had to vote which child to send to the games rather than having them reaped at random; for the 2nd Quarter Quell, twice the amount of tributes were reaped (two boys and two girls). For this 3rd Quarter Quell, President Snow decided to do his best to use this as an opportunity quiet the rebellion before it ever truly gets started.

The 75th Annual Hunger Games marked the use of offworlders as Tributes in the Games in place of District children. But more went on behind the seems and not everything is as it appears. Though the Never-Ending quell lasted for years, it has indeed come to an end. The spark could not be contained for long.

The rebellion has begun. Fire is catching.


Fire Is Catching: what is the war and how does it work?



Wars are not won over night. Propoganda comes in all forms from both sides of the battle. Allies become enemies and enemies can become allies, just like that. Hovercrafts bring soldiers, armed with all manner of weapon, to the Districts to fight and each District brings it's own unique trials and traps. Going there can mean drumming up support for the Rebellion or preserving the peace the Capitol seeks to enforce. There will be causalities and calls that come all too close. It doesn't matter if this was never your war to begin with, this is your fight now too. Twelve Districts in all, one city at the heart of the nation. Both sides bring incredible power, both of their own and... in you. The battles are rough, results decided often in a matter of days and over circumstances far out of control. Deadly weapons, creatures and mutts, traps, and a ton of people would do anything to survive, even if meant killing you.

If you know any former Tribute at all, you may hear them mutter, Welcome to the 76th Hunger Games.


Let The Games Begin: A summary of how the games worked for those who have not read the books.



You have been told only one thing: survive.



You may have been here a few weeks, you may have just arrived, but none of that matters now as you are loaded into the clear launching tube with nothing but the clothes on your back. As you rise up, through the Arena floor you are able to catch the first glimpses of your new and immediate surroundings. For 30 seconds, you must wait patiently on the platform on which you were raised. One wrong move too soon and your Game will be over before it even begins, for each tribute's launching pad has been rigged with explosives.





Before you, at the center of the Arena where you and all the other tributes have simultaneously appeared, lies a great metal cornucopia filled with a multitude of items you may find essential to your survival. That is, if your can be the one to get (and keep) your hands on it! Depending on the Arena, there may also be items on the ground surrounding the cornucopia. Ground items are often of somewhat lesser value since they are easier to grab, but they are something that you might not want to overlook. The items from the cornucopia or surrounding areas could be anything from food, medicine, clothing, shelter, or even deadly weapons.



As a tribute to this new Game, your goal is survival. It is kill or be killed inside the Arena, and you will be battling not only the other tributes who surround you, but the natural (and unnatural) elements of the outdoor Arena as well. So, make your choices wisely, and quickly, because everyone else around you is going to be doing the same.



Take what you can from the cornucopia, because once someone else has grabbed an item, it's gone. Unless, of course, you would like to try and pry your prizes from the cold, dead fingers of the tribute who took what you desired.





After you take (or don't take) what you like from the cornucopia, that is when the true Games begin. From here on out, your goal is to survive. To win. To be the last one standing. Because that is the ONLY way out.



The Arena is large, and you will be exposed. Take shelter, flee, fight, hunt or curl up in a ball and cry yourself to sleep as you like. But if your strategy is to hide from everyone else and see if you can just "wait it out" you should also keep in mind that these Arenas were designed for the entertainment of the Capitol. As in, someone built them. And more often than not, someone built them to completely mess with your life, or what little may now remain of it. Staying away from your enemies can only work so long, and could become difficult if your shelter is flooded out, or you find yourself being driven by a herd of stampeding wildebeests. Always remember that you are on television for the world to see. It is your job to keep them entertained, and the public has no interest in watching you lurk in the back of a cave for two weeks.



You don't always have to keep to yourself, either. The more interaction you have with the other tributes of the Game, the more entertaining you are. There are no rules against forming up alliances with other tributes. But keep in mind, only one of you can win. So choose wisely.



Once a tribute has been killed, a canon will fire and the body will be promptly exhumed from the location. You are welcome to scavenge any objects off the body of a deceased tribute, if you happen to be in the vicinity (or, you know, you're the reason they are dead). Just make sure you do it quickly. Capitol hovercrafts move quickly, and leave nothing behind.



If you are trying to keep track of who remains, each night, the Capitol's anthem is played, and the faces of the dead will be projected in the sky. This is how your character will be able to keep track of who their competition is.

We take our setting information primarily from the Hunger Games books, with additional information from the films taken into account.
