scoring➳playable characters ┈┈・ in this section we will cover who, what, when and how many characters castmates can play here at The Games


Acceptable Characters:
Hunger Games Characters; both canon and original characters from within the Hunger Games fandom
Pan-Fandom Characters; canon characters of any fandom
Original & Alternate Universe Characters [OCs & AUs]; characters entirely of a player's original creation; original characters created from a pre-established setting, world, history or fandom; a character from any fandom with an alternate history from the established canon


Character Limits & Restrictions:
Character Limit: All players are allowed up to 4 characters of any kind, with potential for more, if criteria** is met. Because of our tribute cap, each player will be allowed a maximum of 3 tribute characters in The Games.
Character Bonus**: Players may app additional characters past the 4 Character Limit IF: ALL a player's current characters meet or exceed 150 credits per character for at least one Game Cycle.
App Limit: 2 weeks; you must wait two weeks between each character application submission
Character Cap: At this time, we are only allowing 96 tributes at once. 8 Tributes per district. **We have not reached this yet.

➳Hunger Games Characters┈┈・
➳hunger games characters ┈┈・Any original character or canon Hunger Games character still alive at the beginning of the novel Catching Fire may be apped at The Games except; Katniss Everdeen, President Snow, President Coin, and any Gamemakers.


All Hunger Games characters will be considered a member of one of the following casts:
Capitol Citizen; any citizen living in the Capitol, canon or original
Past Victor & Mentor; any past victor from the 1st to 74th Hunger Games, canon or original
Other; "guests" of the capitol from other districts; avoxes currently serving in the Capitol, canon or original

Since the events here at The Games are taking place AFTER the 74th Hunger Games, any and all characters who have died prior to or during the 74th Hunger Games and/or before the beginning of the novel, Catching Fire are non-appable.

Capitol Citizens:
From fashion designers and stylists, wealthy sponsors, corrupt politicians, flamboyant playboys and wealthy debutantes, to television show hosts or top-secret government scientists, we accept any and all characters directly from the Hunger Games canon (such as Caesar Flickerman or Octavia, for example) as well as any character of your own creation that is built into the world created in Hunger Games canon and expanded upon in our own Game canon. We welcome and encourage all Hunger Games OCs!

Past Victors & Mentors:
Any past victor of the Hunger Games from the 1st to 74th Hunger Games. This includes characters such as Peeta Mellark, Finnick Odair or Beetee, or any other *living* known victor in the Hunger Games canon. We have pretty much the whole list of them at our district association post for those interested in seeing who's available. We also accept original characters of your own creations for these positions, so long as they are not credited with the victory of a year where the victor is already known or claimed. For instance, Finnick Odair is the known winner of the 65th Hunger Games, therefor your victor OC cannot be the victor of the 65th Games as well.

Other:
Not quite big-enough-in-demand character types for their own category; we accept any canon or original character who is not a citizen of the Capitol but has, for some reason been brought to the Capitol for a purpose. For instance, characters like Gale Hawthorne, or Primrose Everdeen. Please speak with a mod before apping these characters to discuss circumstance. We also accept any canon or original character who has been turned into an Avox by the Game-time canon point, such as Darius or Lavinia.

➳pan-fandom characters ┈┈・Any publicly known character from any fandom, or persons of world history pre-dating 1900 A.D.; modern real-person 'characters' are not allowed


A few rules about pan-fandom characters:

Almost any character is welcome here at The Games, from any fandom. And we will be happy to throw them into The Games as one of our Tributes as soon as they arrive! All of them. Yes, even those who don't stand a snowball's chance in hell of ever winning. Let's be honest, especially those who don't stand a snowball's chance!

Mortality:
We accept all sentient characters who are of general human size and shape, and when 'de-powered,' could be physically killed inside the Arena by another human or human-like character. More-than, or less-than-typical amounts of limbs and/or appendages is perfectly alright.

Powers:
Characters with special powers will have all their greater-than-human-abilities suppressed in-game at all times, unless otherwise specified or approved by the Gamemakers&Mods ahead of time.

We define 'Special Powers' to include, but not be limited to: super-human strength; magical, psychic, or supernatural ability; genetic enhancements or mutations granting an obvious advantage; non-vital physical enhancements, prosthesis or machinery; anything else that may be considered outside ordinary human ability in comparison to Hunger Games canon.

All physical enhancements [or limitations] are considered on a case-by-case basis, and may require special accommodations which all of our mods are happy to discuss with you. Please feel free to contact us over any questions you may have about this.

This rule is set to keep the playing field as even as possible among all our players and characters.

➳Original & Alternate Universe Characters┈┈・
➳original & alternate universe characters ┈┈・Any character of a player's original creation, or a character with an alternated history from their established canon


A few rules about OC and AU Characters:
Versions of the Same Character ; we only allow up to 3 versions of the same character at a time (I.E. 3 variations of Bruce Wayne/Batman)
Original; characters entirely of a player's original creation
Fandom Original; a player-created character from a pre-established setting, world, history or fandom
Alternate Universe; a character from any fandom with an history that deviates from the established or known canon
Panem AUs; a character with their history altered to match or mimic that of the canon Hunger Games universe; OR, an AU'ed Hunger Games character.

Versions of The Same Character.
We allow up to 3 versions of any character. Each version must be unique from the other, while still clearly being the same character. Anakin Skywalker and Darth Vader would be acceptable doubles, Harry Potter at age 11, and Harry Potter at age 12 would not be. AU variation are acceptable, but will be judged very thoroughly to be sure the AU holds it's own. You will have to prove WHY the the Capitol has need of more than one version of a character.

Original Characters.
We accept and love completely original characters here at The Games, So long as they meet the same guidelines as any other appable characters:

Fandom Original Characters.
We allow fandom-specific original characters in-game. Meaning, we don't mind it if you want to play your Harry Potter OC Hogwarts student, or your OC Jedi knight from the Star Wars Universe. We are, however, more stringent with these apps.

Panem AUs.
We do allow AUs of characters of other canons to be apped as Hunger Games AUs (I.E. Star Wars AU Chancellor Palatine from Star Wars as a Capitol Politician) however, your character MUST be willing to have a reason for the Capitol to potentially send their Doppelganger into the Hunger Games. Because their OU counterpart will still be available to be apped by anyone, and we need to know how they would deal with that, in such an event. Would they get a thrill out of seeing themselves compete...while safely sitting at home? Is the Capitol sending them a message? You can discuss the reasons with mods, but if you cannot come up with an IC reasons, the app will be declined.

➳scoring your character ┈┈・ in this section we will cover how you will need to score your character in your application, by our guidelines, not necessarily the way they would be in Hunger Games canon


➳Scores From The Gamemakers┈┈・
We require all applications to include an appropriate character score, rating their character on skill, strength and ability. This is a score between 1 and 12 that will be used throughout your character's time here at The Games to help determine certain in-game outcomes.

When scoring your character, please take into account their physical strengths and weaknesses, mental strengths and weaknesses, and crowd likability. It is an OOC score for mod purposes, but the score on your app should be at least marginally reflected the Gamemakers session in your sample as this session is taken into account when scoring. In addition, please list their powers, for Arenas that allow powers.

If your application is sound, but the Gamemakers disagree with the assessment of the score given in your application, this will not count against you, but Gamemakers reserve the right to adjust any characters score to suit the needs of the game. A character's official score will be given upon acceptance. If you have questions about a score, you're encouraged to contact the mods!

➳Scoring Guidelines┈┈・

1-2: These Tributes have no specific skill that makes them extraordinary, just ordinary people unsuited at all to the environment of the Hunger Games. Average strength and mental acuity fit here, along with the unskilled, the elderly, and actual children. Examples: Phillip J. Fry from Futurama, Rose DeWitt Bukater from Titanic.

3-4: These Tributes have common sense at least, maybe some Boy/Girl Scout level survival training or took a youth group class in karate as a kid. These Tributes have maybe one shining skill that could be useful in some Arenas - botanical knowledge, how to fish or hunt game, etc - but only really one and they seem at a loss with others. Clever but physically weaker characters would go on the high end of this spectrum or the low end of the next depending on what they have to offer. Examples: Primrose Everdeen from The Hunger Games series, Phoenix Wright from the Ace Attorney series.

5-6: Tributes who have some small amount of training but have never seen real combat or who had professions or hobbies that can easily be adapted to a violent scenario (martial arts for the purpose of exercise, as an example) but may not have the mental preparation for actual deadly altercations with human (or corresponding race) opponents no matter how much they may think they do. Examples: Chibi-Usa from Sailormoon, Shinra Kishitani from Durarara!!.

7-8: Tributes that have seen legitimate fights, even maybe taken a life before. These Tributes have multiple skills that could be helpful in many different types of Arenas, even if they're not an expert, or they're simply in this range because of peak physical prowess. Some may have actual military training to draw on but in general these Tributes are not trained killers of other people even if they have killed. Hunters or apocalypse survivors should go at the high end of this spectrum or the low end of the next. Tributes who have defensive abilities that cannot be suppressed (physically stronger, pierce resistant skin as a random example) would go here if they don't have anything to qualify them for a higher score. Examples: Hiro Yamada from Big Hero Six, Peter Parker from Spider-Man.

9-10: Formally or informally trained soldiers, killers, or survivors with some experience. Everyone from 9 on up has likely taken at least one life either in self defense or intentionally at some point with few exceptions, and they have the potential to do so again if necessary even if they're reticent to do so based on personal morality or other reasons. Genius level intellect and creativity also fits here if even if their physical prowess would put them at a lower score. Examples: Francis from Left 4 Dead, Malcolm Reynolds from Firefly.

11-12: Tributes who are either trained soldiers, killers, or survivors. Superheroes who have seen legitimate battle and could handle (maybe not well but well enough) both the mental and physical sides of what that means even without their powers, trained assassins with reputations, etc. These Tributes are the sort that if they want to win, the Gamemakers would have to actually intervene to try and keep them from it because where competition is concerned, they have an undeniable edge. 12s are reserved only for characters who have some sort of non-suppressible offensive power that gives them a boost and other skills that put them in the 10-11 range anyway. Examples: Gamora from Guardians of the Galaxy, Ezio Auditore from the Assassin's Creed series.

Characters who are supremely likable to an audience would be bumped up a notch and those who come across as distasteful to an audience would be busted down. This is generally a judgement of "salability" of a Tribute in terms of media attention, but if a Tribute looks as if they will cause serious trouble for the Capitol, their score may be artificially inflated to make them a greater target for other Tributes in the Arena.

*Note: The scoring guidelines have changed since the opening of The Games. Current characters scores may not reflect these guidelines, however please stay tuned for an event to address these changes in January 2015.
