Every week we roll for the death of that weeks number, plus any previous weeks numbers. So the first week all character scored 1 or 2 have a 50% chance of making it. The second week 1, 2, 3, and 4s all are rolled and each have, again, a 50% chance. So on and so on. In the last week, with however many people are left, we assign each a number and roll for the winner. So if you make it to the last week, your score doesn't matter.
There are also other factors that are thrown in to try to match the fact that, in the Hunger Games canon score isn't everything. For example, unless you manage to score a weapon at the cornucopia, no matter what number you are, you might be spontaneously rolled for at any point. We are also working on tweaking the credit system at the moment so that can have a factor on your survival.
Hypothetically a 1 could win if fate and sponsors are on their side.
