Acceptable Characters:
•Hunger Games Characters; both canon and original characters from within the Hunger Games fandom
•Pan-Fandom Characters; canon characters of any fandom
•Original & Alternate Universe Characters [OCs & AUs]; characters entirely of a player's original creation; original characters created from a pre-established setting, world, history or fandom; a character from any fandom with an alternate history from the established canon including game transplants.
Character Limits & Restrictions:
•Character Limit: All players are allowed up to 4 characters of any kind, with potential for more, if criteria** is met.
•Character Bonus**: Players may app additional characters past the 4 Character Limit IF: ALL a player's current characters meet or exceed 250 credits per character for at least one Game Cycle.
•App Limit: 2 weeks; you must wait two weeks between each character application submission

➳hunger games characters ┈┈・Any original character or canon Hunger Games character still alive at the beginning of the novel Catching Fire may be apped at The Games except; Katniss Everdeen, President Snow, President Coin, Finnick Odair, and any Gamemakers. |
All Hunger Games characters will be considered a member of one of the following casts:
•Capitol Citizen; any citizen living in the Capitol, canon or original
•Past Victor & Mentor; any past victor from the 1st to 74th Hunger Games, canon or original
•Other; "guests" of the capitol from other districts; avoxes currently serving in the Capitol; rebels associated with District 13, canon or original
Since the events here at The Games are taking place AFTER the 74th Hunger Games, any and all characters who have died prior to or during the 74th Hunger Games and/or before the beginning of the novel, Catching Fire are non-appable.
Capitol Citizens:
From fashion designers and stylists, wealthy sponsors, corrupt politicians, flamboyant playboys and wealthy debutantes, to television show hosts or top-secret government scientists, we accept any and all characters directly from the Hunger Games canon (such as Caesar Flickerman or Octavia, for example) as well as any character of your own creation that is built into the world created in Hunger Games canon and expanded upon in our own Game canon. We welcome and encourage all Hunger Games OCs!
Past Victors & Mentors:
Any past victor of the Hunger Games from the 1st to 74th Hunger Games. This includes characters such as Peeta Mellark, Mags, or Beetee, or any other living known victor in the Hunger Games canon. We also accept original characters of your own creations for these positions, so long as they are not credited with the victory of a year where the victor is already known or claimed. For instance, Finnick Odair is the known winner of the 65th Hunger Games, therefor your victor OC cannot be the victor of the 65th Games as well.
Rebels:
Perhaps your character has escaped their hard life in the Districts to join up with the rebellion, perhaps they were saved via some rescue operation, or maybe taken prisoner for information. Characters can be apped directly into District 13 but do need some reason to be there. The rebels don't waste resources rescuing those they can't use, so unless your character made their way there on their own, there needs to be a plausible explanation.
Other:
Not quite big-enough-in-demand character types for their own category; we accept any canon or original character who is not a citizen of the Capitol but has, for some reason been brought to the Capitol for a purpose. Please speak with a mod before apping these characters to discuss circumstance. We also accept any canon or original character who has been turned into an Avox by the Game-time canon point, such as Darius or Lavinia.

A few rules about pan-fandom characters:

Almost any character is welcome here at The Games, from any fandom. And we will be happy to throw them into the war for Panem's fate as one of the Capitol's soldiers as soon as they arrive! All of them. Yes, even those who don't stand a snowball's chance in hell of surviving. Every war needs canon fodder.
Mortality:
We accept all sentient characters who are of general human size and shape, and when 'de-powered,' could be physically killed by another human or human-like character. More-than, or less-than-typical amounts of limbs and/or appendages is perfectly alright.
Powers:
Characters with special powers will have all their greater-than-human-abilities suppressed in-game at all times, unless otherwise specified or approved by the Mods ahead of time.
We define 'Special Powers' to include, but not be limited to: super-human strength; magical, psychic, or supernatural ability; genetic enhancements or mutations granting an obvious advantage; non-vital physical enhancements, prosthesis or machinery; anything else that may be considered outside ordinary human ability in comparison to Hunger Games canon.
All physical enhancements [or limitations] are considered on a case-by-case basis, and may require special accommodations which all of our mods are happy to discuss with you. Please feel free to contact us over any questions you may have about this.
This rule is set to keep the playing field as even as possible among all our players and characters, plus the Capitol doesn't want their conscripted soldiers turning on them, now do they?

A few rules about OC and AU Characters:
•Versions of the Same Character ; we only allow up to 3 versions of the same character at a time (I.E. 3 variations of James Buchanan "Bucky" Barnes)
•Original; characters entirely of a player's original creation
•Fandom Original; a player-created character from a pre-established setting, world, history or fandom
•Alternate Universe; a character from any fandom with an history that deviates from the established or known canon. This includes game transplants.
•Panem AUs; a character with their history altered to match or mimic that of the canon Hunger Games universe; OR, an AU'ed Hunger Games character.
Versions of The Same Character.
We allow up to 3 versions of any character. Each version must be unique from the other, while still clearly being the same character. Anakin Skywalker and Darth Vader would be acceptable doubles, Harry Potter at age 11, and Harry Potter at age 12 would not be. AU variation are acceptable, but will be judged very thoroughly to be sure the AU holds it's own. You will have to prove WHY the the Capitol has need of more than one version of a character.
Original Characters.
We accept and love completely original characters here at The Games, So long as they meet the same guidelines as any other appable characters:

Fandom Original Characters.
We allow fandom-specific original characters in-game. Meaning, we don't mind it if you want to play your Harry Potter OC Hogwarts student, or your OC Jedi knight from the Star Wars Universe. We are, however, more stringent with these apps.
Panem AUs.
We do allow AUs of characters of other canons to be apped as Hunger Games AUs (I.E. Star Wars AU Chancellor Palatine from Star Wars as a Capitol Politician) however, your character MUST be willing to have a reason for the Capitol to potentially send their Doppelganger onto the battlefield. Because their OU counterpart will still be available to be apped by anyone, and we need to know how they would deal with that, in such an event. Would they get a thrill out of seeing themselves fight... while safely sitting at home? Is the Capitol sending them a message? You can discuss the reasons with mods, but if you cannot come up with an IC reasons, the app will be declined.
