Also, since I apped Stephen, the Reagan family got fleshed out a bit more, and I wanted to run the details past you guys to make sure they were setting-appropriate and okay.
The way I imagine it is, Marcus Reagan distinguished himself 75 years ago in the District rebellion by pacifying a particularly difficult section of a district. The pacification was brutal and involved great loss of District life, and Marcus was rewarded with a political position. His son, Antonius, married a brilliant and politically-savvy woman named Livia, and together they solidified the Reagans' position as people of influence. Marcus died peacefully of old age. Livia's son, Julius, is Stephen's father, who (as I'm pretty sure I mentioned in the app) died of poisoning, and Portia, Stephen's mother, poisoned that person right back.
Would Cyrus be allowed to hold a political position similar to a member of the President's cabinet? Not the most powerful person in Panem, but among the top 20, thanks to being born into a position of privilege and being ambitious as hell. If not, and he needs to be less powerful, I'm flexible -- as long as he's influential and high up enough where dirty hands are the norm, I'm happy.
