➳ offworlder release programme ┈┈・

You love the Capitol. Deeply. With all your heart. But, you're not so sure you're loving the protection and stability of the Offworlder Detainment Center. You want to become a better part of the city you serve, integrating into society and even gaining a home of your own, not to mention gifts and various other opportunities. Luckily for you, the Capitol understands your predicament, and with an abundance of offworlders at our disposal, it may be possible for us to come to some kind of arrangement.
If you would like to be considered for the offworlder release programme, please submit your application, here, at your earliest convenience and someone will be sure to be in touch. Please be sure that you meet all predetermined requirements before submitting your application. Ineligible applicants will be denied.
Offworlder Release Programme Requirements.
➳ Applicants MUST have participated in no less than one Battle, serving the Capitol (willingly). The length of time you lasted during your particular Game will have little to no effect on our decision to approve your application. We simply require that all soldiers must have actively participated as a soldier at least once.
➳ Applicants MUST have no less than 100 earned credits to their name. (I.E. the character MUST be on track to meet the activity check requirements.)
➳ Applicants MUST prove they are pro-capitol. This will involve a long interview process and a number of background checks. This will make them a priority soldier on the lines of battle and therefore better protected by the Capitol.
➳ Applicants may bring up a talent, skill, or trait that will be of benefit or interest to the Capitol if they believe they do not serve well as soldiers. This could mean a vast variety of things, but if you cannot prove what value you would be to the city, we would rather that you continue to serve in the best way an offworld hero of Panem can.
**Note: If your application for the programme is approved, you will be charged a small processing fee of 50 credits for your citizenship paperwork. Denied applications will have no monetary deductions, but will not be allowed to resubmit another programme application until they have participated in at least one more battle.
And there will still be some IC hoops to jump through, of course.

What is your biggest reason for wanting to leave the serve the Capitol and leave the Detainment Center? Because I love the Capitol and it's awesome and I want to live here in my own place! (The Capitol likes to be sucked up to. Keep that in mind. Hint hint.) If your character would really say something like THE HUNGER GAMES ARE TERRIBLE AND I WANT OUT SO I HAVE FREE TIME TO PLOT YOUR DESTRUCTION.... The Capitol probably isn't going approve their application. That doesn't mean that can't be a secret motivation they have of course. But they probably don't want to go shouting that.
Upon gaining your legal citizenship, will you remain a soldier for the Capitol or do you wish to serve the war effort in some other means? Naturally you can choose to be a soldier but if not, it could be anything, really. A butcher, a baker, a candlestick maker. The more useful to the game-setting the better. Keep in mind that the Capitol is fighting a war of high stakes if you choose not to be a soldier. What else can you do for them?
What skills or talents do you posses that might get you a leg up in the war or in your desired field? Maybe your character actually designs clothing in their own cannon, of course it would make sense for them to become a stylist here for all those propoganda reels. Or maybe, as an actor/actress, they can really make those propos shine! In all of these answers, be as specific as you can. Make your character sell and promote themselves as best as they can. Think of it like a job interview; except if you get rejected you just have to go to Not-Prison again. Better make it good! ;D
